Registration for regional meetings is $90 per person for members and $130 for non-members. Walk-ins will be charged $100 at the door for members. Cancellations prior to the RSVP date will be fully refunded minus a 3% processing fee. The registration fee includes a buffet lunch.

Rachel D. Duda, P.E., District Executive
Rachel D. Duda, P.E. is the district executive for PennDOT Engineering District 12-0.
Rachel graduated from the Pennsylvania State University with Bachelor of Science and Master of Civil Engineering degrees. She started with PennDOT District 12-0 as a civil engineer trainee in July 1998. She advanced through various positions in District 12-0, serving as a pavement engineer, planning and programming engineer, traffic engineer, and acting plans engineer. She was appointed assistant district executive for design in July 2010 and acted as the assistant district executive for construction for five months in 2020. Rachel was named the district executive in December of 2023.
In addition to having more than 26 years of extensive experience in all facets of PennDOT, Rachel was a part-time professor at the Pennsylvania State University– Eberly Campus for four years, teaching engineering graphics and design. She has been a registered professional engineer in Pennsylvania since April 2003.
She is now responsible for administering an annual operating budget of $300 million and a team of nearly 800 employees.
Rachel lives on a farm in Luzerne Township, Fayette County with her husband Mark and two grown children. Their son is a junior in mechanical engineering at the Pennsylvania State University, University Park, and their daughter is a professional mogul skier and freshman at Westminster University in Salt Lake City, Utah.
William L. Beaumariage, P.E., Assistant District Executive - Construction
Bill is the assistant district executive for construction at PennDOT Engineering District 12-0 where he leads a team of 72 professionals responsible for the administration of all the Department’s construction activities in the district’s four counties.
He has worked with PennDOT District 12-0 for more than 30 years where he has held various positions in both PennDOT’s design and construction departments.
Bill is a 1992 graduate of the Pennsylvania State University with a Bachelor of Science degree in Civil Engineering and holds a professional engineering license in the state of Pennsylvania.
Jeremy M. Hughes, P.E., Assistant District Executive - Design
Jeremy Hughes is the PennDOT District 12-0 assistant district executive for design.
He has spent 17 years at PennDOT, primarily working in the bridge unit. Before joining PennDOT, he worked for a small consulting firm for 10 years, where he gained experience with local bridges, commercial and residential structures, site development, and occasionally, wind farms.
