This Step 2 Clearance Transmittal is to address comments received in response to the Step 1 revisions to the above publications to make distinction between fill height and cover over pipe culverts. Cover is defined as the material from the top of pipe barrel to the subgrade elevation. Fill height is defined as the material from the top of pipe barrel to the riding surface.
