NEWS: Proposed Changes to DBE Regulations published in Federal Register, 9/6/2012


Today’s Notice of Proposed Rulemaking (NPRM) proposes three categories of changes to the Department of Transportation’s disadvantaged business enterprise (DBE) rule.

1.  The NPRM proposes revisions to personal net worth, application, and reporting forms.  

2.  The NPRM proposes modifications to certification-related provisions of the rule. 

3.  The NPRM would modify several other provisions of the rule, concerning such subjects as good faith efforts, transit vehicle manufacturers and counting of trucking companies.


The NRPM can be viewed by going here (4.67 MB in .pdf format).  Comments on this proposed rule must be in the DOT's hands by November 5, 2012; if you have comments please submit them to Eric Madden or Lea Nadler by October 26.

 

NEWS:  SBA Sets New Small Business Size Standards for Engineering and Environmental Firms at $14 Million

The Small Business Administration (SBA) has set its new Small Business Size Standard for engineering services at $14 million, based on a rolling three-year average of gross annual revenues. The new standard for environmental services ha increased from $7 million to $14 million.  The standard takes effect on March 12th.

The SBA originally proposed increasing the Small Business Size Standard for engineering firms from $4.5 million to $19 million. ACEC raised numerous concerns over the $19 million level, including that it would unfairly impact the smallest firms as well as larger firms. In response to ACEC's input, the SBA reduced the final standard to $14 million.
