The Lewisburg Area Recreation Authority (LARA) is requesting Statements of Interest (SOI) from qualified firms to provide full-time construction inspection services for the Buffalo Valley Rail Trail, Union Co., SR 0-44E. 

Services are the full range of construction inspection required for federally funded transportation projects for a 9 mile rail trail between Lewisburg and Mifflinburg, PA and includes inspection of all trail related construction and documentation, reporting, coordination, etc. required by the PA Department of Transportation (PennDOT). The project will be let in September 2010 with estimated construction schedule from April through October 2011.

LARA will use the modified selection procedure in accordance with LARA Resolution No. 2010-1 adopted by the LARA Board of Directors on August 26, 2010.  LARA encourages responses from small firms, minority firms, and firms who have not previously performed work for LARA. There is a Disadvantaged Business Enterprise (DBE) participation goal of 10%.

The SOI’s will be evaluated based on the following selection criteria listed in order of importance:

1.      Professional qualifications the firm has in construction inspection of state and federally      funded transportation projects.
2.      Technical experience with rail trails and/or bikeways.
3.      The firm’s availability and capacity to provide the requested services on time.
4.      The firm’s familiarity with the Buffalo Valley Rail Trail project area.

The SOI document will be limited to a maximum of 5 pages (8 ½” x 11”) typed using font size 12 or larger. Five copies of the SOI should be submitted by not later than 4 PM EST on September 24, 2010 to:
