Joseph L. O’Neil, P.E., 2017-2018 ACEC/PA President 

The American Council of Engineering Companies of Pennsylvania (ACEC/PA) is pleased to announce Joseph L. O’Neil, P.E., of Whitney, Bailey, Cox & Magnani LLC (WBCM) as its new board president for 2017 -2018 term.


O’Neil currently serves as an executive vice president and principal at WBCM, a multi-disciplined engineering firm providing solutions to the transportation, marine, facilities and industrial sectors throughout the Mid-Atlantic. With 27 years of experience, he serves as project manager on major contracts, oversees the operations, business development, strategic planning and quality assurance for the three Pennsylvania offices, and is active in the industry and community.

Matthew Cummings is an Executive Vice President with AECOM, an international infrastructure company with $19 Billion in annual revenues.

Matt has been with AECOM for 23 years, having begun in a start-up Philadelphia office of legacy company Frederic R Harris in 1993.  He worked at regional engineering firms prior to joining AECOM and is a registered professional engineer in multiple states.  Matt has 30 years of experience in the industry and currently leads the firm’s $2 Billion transportation business in the Americas. He has been a Project Executive and Project Manager on varied transportation projects throughout his career, including leading AECOM’s Civil Infrastructure business in Doha, Qatar where he served as Program Executive for a $10 Billion project portfolio.  

Since 2014, Mr. Cummings has served as the Americas Transportation Executive where he is responsible for strategy, growth, and financial performance of the business segment.  The business comprises skilled professionals delivering planning, design, construction management, and alternative delivery services across all modes of transportation. Matt is actively engaged with major clients, government affairs, and in industry and community leadership positions.  He resides in suburban Philadelphia with his wife Susan and their two children.

Sean M. Henderson, P.E., 2015-2016 ACEC/PA President

Mr. Henderson is a broadly experienced executive in the consulting engineering business. His business expertise includes operations, management, marketing, and business development. Mr. Henderson is also a highly experienced Civil Highway/Transportation Engineer. The majority of his career has involved transportation projects of all sizes and levels of complexity and includes the design and management of highway and bridge projects. His background also includes geotechnical engineering and light rail design.


During his career, Mr. Henderson has progressed through multiple roles (highway designer, project engineer, project manager, engineering group leader) to his current role as Pennsylvania Transportation Practice Leader in TRC's Pittsburgh, PA office. In his current position, Mr. Henderson oversees the operations, business development, strategic planning, revenue responsibilities, and quality oversight for Pennsylvania. Additionally, he serves as project manager on several projects.

Barry A. Epley, P.E., 2014-2015 ACEC/PA President 

Mr. Epley is a highly experienced Civil Structural Engineer. During his career, he has progressed through multiple roles (bridge designer, project engineer, project manager, Chief Structural Engineer for the York PA Office, Manager of the JMT York PA Office) to his current role as JMT's Pennsylvania Regional Manager. In his current position, Mr. Epley oversee the operations, business development, strategic planning, and have profit/loss responsibilities for a region that covers Pennsylvania with offices located in Pittsburgh, York, Allentown, and Philadelphia.


The majority of his career has involved transportation projects and the design and management of bridge and highway projects. More recently as the Manager of the PA Region for JMT, Mr. Epley is responsible for advancing all of JMT's Markets across PA. Markets include: Transportation; Buildings & Facilities; Water, Wastewater & Utilities; Federal Programs; Energy; and Information Technology.

David Lowdermilk, P.E., 2013- 2014 ACEC/PA President  

Mr. Lowdermilk has 35 years of transportation industry experience. He previously served as Regional Vice President at a Philadelphia engineering firm where he led the transportation practice with responsibility for the day-to-day management and operations for 14 offices in several states, including Pennsylvania. From 1991 to 2000, he served in the Philadelphia office of Parsons Brinckerhoff, first as Chief Highway Engineer and then as Operations Manager for the office.

 

Mr. Lowdermilk received a bachelor of science degree in civil engineering from The Pennsylvania State University. He is a former President of the American Council of Engineering Companies of Pennsylvania and is Past President of the Delaware County Chapter of the National Association of Professional Engineers. His other professional affiliations include the American Society of Highway Engineers, Institute of Transportation Engineers, American Society of Civil Engineers, and International Association for Bridge Maintenance and Safety.
